Assuming that you mean that there is a 0.24 faction of NaF in the toothpaste (i.e., 24%) then...

1) The weight of NaF in 1.90gr of toothpaste is: 1.9 x 0.24 =  0.456gr

2) To figure out the ratio of Sodium (Na) in NaF we'll use the atomic mass of the two atoms: Mw(Na) / [Mw(Na)+Mw(F)] = 23/[23+19] = 0.548

3) Thus, using the ration of Sodium in Sodium Fluoride and the total grams of Sodium Fluoride in the toothpaste, we calculate that the weight of sodium in 1.9gr of toothpaste is: 0.456gr x 0.548 = 0.250gr = 250mg.
